It’s always been annoying that 7-Zip doesn't have a simple "File > New" empty archive option. If you're stuck, the easiest workaround is to create a standard zipped folder, then rename the extension from .zip to .7z . Windows will warn you, but it works! Or, just use the context menu to "Add to archive" directly.
